What is DeCA and who does it affect?

DeCA is the official name for the administrative control document in exclusively electronic format, per the Resolution of 5 June 2026 (BOE-A-2026-12784). It applies to performing carriers and contractual shippers in public road freight transport within Spain, including cabotage.

The document must be generated before the service starts, retained for at least one year and presented during inspection via PDF with QR or QR alone. There is no central Ministry repository: each operator hosts the file on their own system.

Technical requirements of BOE-A-2026-12784

  • Native digital PDF (max. 5 MB), not scans
  • QR code with HTTPS URL for direct download without authentication
  • Metadata for creation and modification date and time
  • Data required by art. 6 of Order FOM/2861/2012
  • Advanced electronic signature if the document has contractual purpose
  • Minimum one-year retention by shipper and carrier

Fines and joint liability

Failure to generate or incorrect generation of the DeCA is subject to penalties. Contractual shipper and performing carrier share liability. The date of 5 October 2026 is not advisory: it is the day paper stops protecting you in a goods inspection.

DeCA 2026 FAQ

Are DeCA and DCA the same thing?

Yes. DCA (administrative control document) is the historical name; DeCA is the mandatory electronic version from October 2026.

Does eCMR replace DeCA?

eCMR is used internationally. DeCA is mandatory domestically, but an eCMR or digital waybill that includes all FOM data and meets technical requirements can serve as the control document.

Do I need to register my domain with the Ministry?

No. The PDF download URL is free to choose; it must remain active during the service and can be deactivated seven days after completion.
