Waybill, CMR and eCMR: what you need on each route
In Spanish domestic transport, the waybill can fulfil the control document role if it captures the data required by art. 6 of Order FOM/2861/2012. On international routes, the CMR — and its digital version eCMR — is the standard under the CMR Convention.
From October 2026 the domestic control document must be digital (DeCA). A well-implemented eCMR can cover both worlds when it includes the required fields and BOE technical requirements.

Is eCMR mandatory?
eCMR is the international digital standard; DeCA is the Spanish administrative obligation domestically. Handling both on the same platform avoids duplicating work.
When do I generate a waybill vs eCMR?
Fully domestic routes are usually documented with a waybill / control document. If there is an international leg, eCMR applies under the CMR Convention.
