Resolution of 5 June 2026 on DeCA

Sets the requirements for electronic administrative control documents: native digital PDF with QR, direct-download HTTPS URL for roadside inspections, and minimum one-year retention by contractual shipper and effective carrier. Replaces the May 2023 resolution.
